With strong bipartisan support, the House and Senate passed the Trafficking Survivors Relief Act (H.R. 4323/S. 2255) in December 2025, and it became law this year (P.L. 119-73). At the same time, several aspects of human trafficking were not addressed by that law. The Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025 (H.R. 1144) was introduced in February 2025 and would fill some of those gaps. It does four primary things:

(1) funds school-based trafficking prevention curricula for local educational agencies;

(2) creates a program that provides life skills, job training, and career support to trafficking victims;

(3) reauthorizes anti-trafficking programs in multiple federal agencies; and

4) adds reporting of human organ trafficking to State Department requirements.

The Foreign Affairs Committee passed H.R. 1144 on July 22, 2025. The House Judiciary and Education committees have not addressed it. As of June 2026, H.R. 1144 has 23 co-sponsors from both political parties and continues to have wide bipartisan external support, focusing most heavily on preventing the trafficking of people, and tightening domestic and international accountability.
